Fran Kipnis

Core Researcher

Fran Kipnis has worked in the early education field for over 25 years. As a research specialist for the Center for the Study of Child Care Employment at the Institute for Research on Labor and Employment, University of California, Berkeley, Fran participated in numerous studies of the characteristics of the early care and education workforce and their work environments.  She also participated in the design and implementation of the Early Childhood Higher Education Inventory, which documents early childhood higher education programs and faculty characteristics in numerous states.  Fran also led the Learning Together study, which identified early childhood practitioners’ access to, and success in, bachelor’s degree cohort completion programs.  As Research Director at the California Child Care Resource and Referral Network, she designed and implemented California’s Regional Market Rate Survey, a federally mandated survey to establish rates for subsidized child care services.  She also worked with the 65 local child care agencies to standardize and aggregate their administrative data to produce the ground breaking publication, The California Child Care Portfolio. Fran has assisted in the development of numerous publications and presentations that incorporated research findings into policy and program recommendations. She has a bachelor’s and a master’s degree in Political Science. Fran retired from UC Berkeley in 2015.
